Scott helps clients design and implement successful strategies in state capitols, especially around state and local tax policies impacting wireless communications and the digital economy. Leonine Public Affairs clients benefit from Scott's practical experience, strong relationships with state legislators from around the country, and a deep policy background in running effective multi-state government relations campaigns. He is a national expert in tax policy, testifying before Congress and state legislatures for clients nationwide and helping policymakers and industry forge consensus on complex tax questions. His national reports on the taxation of wireless consumers have been widely reported in national and state media outlets and have helped the wireless industry frame the debate about excessive taxes on wireless consumers.
Prior to joining Leonine Public Affairs in 2000, Scott was Chief Economist at the National Conference of State Legislatures, working with legislative leaders on critical state issues like the taxation of electronic commerce and telecommunications tax reform. He has testified before legislative committees in 25 states and has been quoted extensively in major media outlets like CNN, the New York Times, the Wall Street Journal and USA Today. Prior to joining NCSL, Scott was legislative assistant to US Senator James Jeffords (VT), where he handled tax policy, environmental issues and dairy policy. He earned a B.A. in economics and environmental studies from Middlebury College and his MBA from University of Colorado.
